Our Story

Rampart Communications Inc. is based in Maryland. The founders are physicists, mathematicians, RF engineers, and computer scientists with deep experience building, defending, and attacking wireless communication systems. Our core technology, Unitary Braid Division Multiplexing, is the result of years of multi-disciplinary collaboration. UBDM revolutionizes digital communications security via fundamental advances in the science of information theory.  Since 2016, we have developed new science, secured patents, achieved independent validation, and created a prototype network that demonstrates our solution’s effectiveness. Today, we partner with innovators across a host of industries to build the next generation of secure wireless systems.

Matthew Robinson, Ph.D.

FOUNDER / CHIEF SCIENTIST / PRESIDENT

Matt worked for nearly a decade for the Department of Defense, developing and deploying the next generation of advanced information security measures for the DoD, DHS, DoJ, and the Intelligence Community. Matt earned his Ph.D. in String Theory, Mathematical Physics, and Particle Physics

Omar Javaid

CEO

A transformative leader, Omar brings decades of experience growing and scaling technology companies through innovative global product development, sales, and mergers and acquisitions. He has started two successful companies and held senior executive positions at major semiconductor, software, AI and communications technology businesses during his career. Prior to Rampart, Omar most recently served as the Chief Executive Officer for Spectra7, an analog semiconductor company delivering high performance solutions for AI data centers. Previously, Omar served as President API Platform at Vonage, helping transform the company from consumer telecommunications to a leading B2B software platform, culminating in a $6.2B exit to Ericsson. Omar has also served in senior executive positions at Qualcomm, Motorola, Google, Hewlett-Packard, and Avaya.

Jayesh Patel

Fractional Chief Product Officer

Jayesh is a seasoned strategic product leader with a strong track record of scaling businesses, optimizing product portfolios, and driving customer-centric innovation. He has led global product and engineering organizations at Avaya, Vonage, and Motorola, delivering sustained revenue growth, guiding award-winning product lines, and building high-performing teams. His expertise spans wireless and cloud communications, SaaS, and enterprise technology, with a focus on turning ideas into market-leading products.

Alan Macdonald

GENERAL COUNSEL

Alan has over 30 years’ experience in the practice of law. He began his legal career as an associate at the Washington, DC firm of Akin, Gump, Strauss, Hauer and Feld, where he rose to become a partner in the firm’s litigation department. After retiring from Akin Gump, Alan formed the firm of Macdonald + Macdonald in Annapolis, Maryland. Alan has deep experience in a broad range of corporate, transactional and litigation matters. He studied Political Science at the University of Edinburgh, and is a graduate of Middlebury College and of the Georgetown University Law School.

Advisory Board Members

Keith Palmisano

Rampart’s Co-Founder and former CTO, Keith has 20 years of information security expertise in multiple US executive branch agencies. Keith is the Principal Product Manager for Amazon’s LEO Network Infrastructure. He’s made a career of researching vulnerabilities, leading teams of engineers and analysts, and communicating vetted and valuable intelligence to US policymakers. He is a recognized leader in wireless communications, offensive and defensive information security, and physical layer security. Keith holds a B.S. degree in Mathematics and Computer Science from Grove City College.

Jon Pelson

During his three-decade career as a telecommunications executive, Jon served as Vice President of Lucent Technologies and Chief of Convergence Strategy for British Telecom, among other roles. Most recently, he is the author of the best-selling book,”Wireless Wars; China’s Dangerous Domination of 5G and How We’re Fighting Back.”

Gerald Cleaver, Ph.D.

Gerald Cleaver is a Professor of Physics and Graduate Program Director in the Department of Physics at Baylor University, and is a member of the High Energy Physics group and head of the Early Universe Cosmology and String Theory (EUCOS) division of Baylor’s Center for Astrophysics, Space Physics, and Engineering Research.

Rob Denious

Rob Denious holds 30 years of experience growing, improving and restructuring companies and has extensive experience as an advisor, investor and senior executive. Previously, Rob served as Managing Director at Questor Management Company, President and CEO of Polar Corporation, and more.

Rick Wagoner

Rick Wagoner’s 32-year career at General Motors Corporation culminated in the roles of Chief Executive Officer and Chairman of the Board of Directors. Since his retirement from GM in 2009, Rick has been an active investor in, Director of, and Advisor to businesses ranging from startups to Fortune 500 companies. He has also been an active supporter, advisor and director for educational and other non-profit institutions.

Jeffrey Harris

Jeff Harris is the former Director of the National Reconnaissance Office (NRO), former Assistant Secretary of the Air Force for Space, and former President of Lockheed Martin Missiles and Space Company. He currently serves as the Chairman of the Open Geospatial Consortium.

Greg Lane

Greg Lane recently retired after a 30-year career at the CIA, where he had multiple foreign assignments as Chief of Station. He has extensive experience working with US and foreign military and law enforcement officials against high priority national security threats.

Greg Akers

Greg Akers has more than two decades of executive experience, and most recently having served as the SVP & CTO of Advanced Security Research & Government within the Security & Trust Organization group at Cisco. Akers has advised the U.S. Department of Defense and the federal intelligence community for more than fifteen years.

Arthur Money

Arthur L. Money has been serving on various USG boards, panels, and commissions since April 2001. In the years preceding, he served as the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence (C3I), Chief Information Officer for the Department of Defense, and held other positions for C3I and the Air Force.

Eric Burger

Dr. Burger is Research Director of the Commonwealth Cyber Initiative at Virginia Tech and a leading expert in RF communications, 5G and Beyond, secure networks, and telecommunications policy. He previously served as Assistant Director of the White House Office of Science and Technology Policy, where he advised on cybersecurity, mid-band 5G spectrum policy, and wireless R&D. A former CTO of the FCC and executive in the network equipment industry, Dr. Burger brings deep technical and policy expertise to next-generation communications technologies.

Al Berkeley

Al Berkeley is Chairman of Princeton Capital Management and earlier was President of NASDAQ. He previously was a Captain in the U.S. Air Force and later a Director of The World Economic Forum USA, Acting Chairman of the President’s National Infrastructure Advisory Committee, and a Trustee of the Simons Laufer Mathematical Sciences Research Institute.

Phil Green

Phil Green, based in Clarksville, MD, US, is most recently a President at INNOPLEX, LLC. Phil Green brings experience from previous roles as President of Intelligent Solutions for Information Systems, LLC and a Division and Deputy Program Manager at Northrop Grumman/TASC.
